Instant Million in 2D game:
During play, go to the City Info icon. On the Budget Screen press and hold R1 and then press X, Circle, Triangle, Square then release R1. Next press and hold L1, then press X, Circle, Triangle, Square, then release L1. Now press and hold R2 then press X, Circle, Triangle, Square, then release R2. Finally, press and hold L2 and press X, Square, Triangle, Circle and then release L2. As soon as you do this a cheer will go up and you'll be a million dollars richer. 

Tons of cash
Go into budget screen hold L1 R1 then quickly press up, down, left, right, right, left, down, up

Bond Embezzlement
This sets all subsequent bonds to 0% interest. Note: There is a risk to using this -- this could result in fines of up to $100,000. At the Budget screen, hold Triangle and press L1, L2, L1, L2, R2, R1, R2, R1. 

Slot machine: 
Start a new game and choose Recreation. Now build a Marina near a water section. Enable "Legalized Gambling" option under the City Ordinances. in the Budget Menu. Now use the "Query" tool to highlight the sailboat, then press L1. You should see a slot machine. Press Circle to stop the slots to win buildings and disasters.

Most tools available free (in 2D game) 
Select and cancel the tree tool with the normal arrow cursor. Then, go to the status bar and press Up, Down, Right, Left, Up, X while keeping the cursor within the status bar area.

Maximum fire, police, and military (in 2D game) 
Select and cancel the dispatch tool with the normal arrow cursor. Go to the status bar. Press Left, Right, Left, Right, Circle, X while keeping the cursor within the status bar area. Use of any of the dispatch tools (fire, police, military) to get the maximum number allowable, regardless of the number of stations you have.

Night (in 3D game) 
To cycle between day and night, press Down, Up, Down, Up, Down, L2, R2. To return to normal, press Down(2), Up(2), Down(2), L2, R2.

Fade to black (in 3D game) 
Press Down(6), L2, R2. To pause the fade, press Left(6), L2, R2. To return to normal, press Right(6), L2, R2.

Translucent city map (in 3D game) 
Press R1, R2, R1, R2, R1, R2, R1, R2. A translucent city map HUD with a position indicator will appear. To return to normal, press L1, L2, L1, L2, L1, L2, L1, L2.

Helicopter cockpit (in 3D game) 
Press R2, L2, R2, L2, R2, L2. Turn off the cockpit by pressing R1, L1, R1, L1, R1, L1.

Gold nugget trail (in 3D game) 
Activate the "Helicopter cockpit" code multiple times by pressing R2, L2, R2, L2, R2, L2, R1, L1, R1, L1, R1, L1 seven times, followed by R2, L2, R2, L2, R2, L2(2), R1, L2, R1, L2, R1, L2, R1. If you entered the code correctly, a trail of golden nuggets will appear on the road. Collect these nuggets as you move around the city to increase your city fund.

Cycle Night and Day
To cycle night and day in 3D mode press Down, Up, Down, Up, Down, L2, R2.
To turn it off press Down, Down, Up, Up, Down, Down, L2, R2.

Fade to Black
To fade the screen to black press Down, Down, Down, Down, Down, Down, L2, R2.
To pause the fade press Left, Left, Left, Left, Left, Left, L2, R2.

To return the screen to normal press Right, Right, Right, Right, Right, Right, L2, R2.

Maximum Dispatch
Use of any of the dispatch tools (Fire, Police, Military) will yield the maximum number allowable within SimCity regardless of the number of stations you have. To activate, use the normal arrow cursor to select and cancel the dispatch tool. Go to the status bar and press Left, Right, Left, Right, Cancel, Accept. Be sure your cursor stays in the status area while doing this.

Flight mode (in 3D game) 
Press Right, Left, Right, Left, Right, L2, R2, Start(2). The code Right, Left, Right, Left, Right, L2, R2, X(2) may also be used. Press Start to return to normal. You can fly around the city without being limited to the roads. Flight mode controls are:
